My 96 Honda had the same problem, and it turned out to be a bad blinker switch, but on that the blinker and headlights were all together. Had me scratching my head, but it cost us around $300 or so to have it replaced.
The switch triggering on a reverse polarity. Have your electrical system diagnosed.
