I think the dealer fooled you. I bet the car could have been fixed easily and cheap.
In Romania these cars run lots of kilometers without big troubles. Lots of them have 2-300.000km on clock and still run.

If it had dropped valve, you would know about it. I had this happen once, and it locked the engine and it didn't go quietly. He was just conning you to give you less money in the part exchange deal.
