Make sure your brake switch is working; your transmission requires the switch. Or there is a push lever in the front of the shifter at the bottom of the shifter; push that lever down, hold the brake, and push the regular button on the top side of the shift handle, and it should shift.

The gear lever is attached to a mechanical linkage. This mechanical linkage is attached to a lever on the side of the transmission. This lever works each of the transmissions positions (Park, Reverse, Neutral, Drive, and 3,2,1 if applicable). If this linkage breaks, and it wouldn't surprise me if it did on a vehicle of this age, then the transmission can't be shifted and is stuck in whatever gear the gear shift lever was in when the linkage broke.
This linkage by the way is usually just a steel cable covered in a rubber conduit.
