Try a thinner oil in winter, like 20 instead of 30. It might be reading as no oil, when it's just too thick when it's cold.

For your belt; I bought a shield adapter and put it on the idle pulley. This is a part Plymouth did not let people know would work. They want you to buy the idle pulley with the shield on it, thus costing more money. I paid about $15.00 for the shield adapter versus up to $100.00. The belt has not come off since.
The lights going off and on, on the dash. You need to check your cluster panel. Could be needing new solder. However, it's just best to get a new cluster panel. Check around on the prices. Hope this has helped.
