Try changing the throttle position sensor; about $45.

I own a VR Commodore, and mine had a problem with starting as well. Then when it did, it would run rough for a few seconds. It also blew black smoke on start up. If yours is doing the same, it is fairly safe to say fuel pressure regulator. Fixed mine.

Try checking the idle valve.

When they are stuck or not working properly, they have very high idle.

Do a compression testing as well just in case it has a blown gasket.

Hi, I have a 1994 VR Holden Commodore. I have put in a new battery and spark plugs, but it's still hard to start. When it starts, it runs rough. Please help me with what to do next.
