It's your ECU... change it and you will be fine.
I had the same problem... ran fine... then one day it wouldn't start. Then an hour later it would fire up. When I was driving it, it would sputter, then run fine... etc... Had the ECU rebuilt... same problems (bad ECU rebuild, which I didn't know at the time, and thought it was fuel, spark problem), so it sat in my driveway for 8 months, and $1200 in parts later, to only have the same problem.
Went to a scrap yard to get a fuel pump relay, found an ECU for $40, brought it home, plugged it in and my truck fired right up.
SO IF ANYONE HAS RUNNING PROBLEMS WITH THE 89 to 93 B2600i... CHANGE YOUR ECU!!!

Check the ignition. Had the EXACT same issue with mine. Gentleman, replace EVERYTHING fuel related. I bought it cheap and put in a rocker switch in place of the "ON" for the ignition. Problem went away. It's common on these. The ignition switch just gives out and there's only a tiny spot where the power will stay on (aside from when in the "START" position). Replace the whole switch or install a rocker switch to use in conjunction with the key, which is what I did. Check the black with yellow stripe wire (10 AWG). It should have power in "ON", but not "ACC". If not, that's the problem.
