From what I have seen over the last two decades, even a Toyota doesn't guarantee low fuel consumption. The MkII is one of the descendants of the Cressida, which in itself was an upmarket luxury car which was not small. Any car which is medium-sized (say, Mazda6, Toyota Corona/Carina, Ford Mondeo) will be heavy, and an underpowered engine will use more fuel than one which can carry the weight of the car (and run air conditioning) better, but go one step higher to a far more powerful car, then you are again using more fuel just to feed the engine this time. Every time the car stops, even momentarily in city traffic, the engine will again need to push the weight of the entire car, using more fuel than even cruising at 30 km/h. So, the only thing you can do is ensure your car is running at its best - engine tuned and spark plugs changed on schedule, filters are changed when needed, and use the right fuel for it (i.e., if it needs premium fuel, use it; it may be able to run on cheaper gas, but the computer will change the ignition settings to prevent pinking, and will result in worse performance and higher consumption). If your MkII has 6 cylinders, nothing will make it economical except for a good, traffic-free run on the open road out of town for hours.
