GM owned Daewoo at that time. As such it was their decision to put Chevrolet badges on them instead. It was also GM's decision to market these in many countries as Chevrolets. All that did was damage their brand abroad. So it was their responsibility for deciding to sell such sub-par products.
I actually rented a Chevy Aveo years ago when I went to a wedding. I grew up in the 80's and friends and family owned their fair share of clunker econo-cars. The Aveo we rented was seriously the worst thing I've driven. I cannot think of a single good thing about it. We were in Colorado and soon found it could not get past 55MPH on hills. It took so long accelerating getting on the freeway that it was scary. Despite being a small car with a small engine it got terrible fuel economy. I'm a smaller guy, but the interior was cramped and the seats were uncomfortable. And it was literally falling apart despite having only 300 miles on it. When we pulled up to our hotel just 5 miles from the airport, the interior door reflector fell off in the parking lot. I could go on, but came away with the impression that it was a pitiful excuse of a car. And that is what people in other countries saw for themselves.

The buck ultimately lies with GM - they made the low quality parts the car is made from. The car's design and personality is irrelevant.
